Last week’s events off the coast of Israel continue to resonate. Turkish-Israeli relations have not quite collapsed since then but are at their lowest level since Israel’s founding. U.S.-Israeli tensions have emerged, and European hostility toward Israel continues to intensify. The question has now become whether substantial consequences will follow from the incident. Put differently, the question is whether and how it will be exploited beyond the arena of public opinion.

The most significant threat to Israel would, of course, be military. International criticism is not without significance, but nations do not change direction absent direct threats to their interests. But powers outside the region are unlikely to exert military power against Israel, and even significant economic or political sanctions are unlikely to happen. Apart from the desire of outside powers to limit their involvement, this is rooted in the fact that significant actions are unlikely from inside the region either.

The first generations of Israelis lived under the threat of conventional military defeat by neighboring countries. More recent generations still faced threats, but not this one. Israel is operating in an advantageous strategic context save for the arena of public opinion and diplomatic relations and the question of Iranian nuclear weapons. All of these issues are significant, but none is as immediate a threat as the specter of a defeat in conventional warfare had been. Israel’s regional enemies are so profoundly divided among themselves and have such divergent relations with Israel that an effective coalition against Israel does not exist — and is unlikely to arise in the near future.

Given this, the probability of an effective, as opposed to rhetorical, shift in the behavior of powers outside the region is unlikely. At every level, Israel’s Arab neighbors are incapable of forming even a partial coalition against Israel. Israel is not forced to calibrate its actions with an eye toward regional consequences, explaining Israel’s willingness to accept broad international condemnation.

Palestinian Divisions

To begin to understand how deeply the Arabs are split, simply consider the split among the Palestinians themselves. They are currently divided between two very different and hostile factions. On one side is Fatah, which dominates the West Bank. On the other side is Hamas, which dominates the Gaza Strip. Aside from the geographic division of the Palestinian territories — which causes the Palestinians to behave almost as if they comprised two separate and hostile countries — the two groups have profoundly different ideologies.

Fatah arose from the secular, socialist, Arab-nationalist and militarist movement of Egyptian President Gamal Abdul Nasser in the 1950s. Created in the 1960s, Fatah was closely aligned with the Soviet Union. It was the dominant, though far from the only, faction in the Palestine Liberation Organization (PLO). The PLO was an umbrella group that brought together the highly fragmented elements of the Palestinian movement. Yasser Arafat long dominated Fatah; his death left Fatah without a charismatic leader, but with a strong bureaucracy increasingly devoid of a coherent ideology or strategy.

Hamas arose from the Islamist movement. It was driven by religious motivations quite alien from Fatah and hostile to it. For Hamas, the liberation of Palestine was not simply a nationalist imperative, but also a religious requirement. Hamas was also hostile to what it saw as the financial corruption Arafat brought to the Palestinian movement, as well as to Fatah’s secularism.

Hamas and Fatah are playing a zero-sum game. Given their inability to form a coalition and their mutual desire for the other to fail, a victory for one is a defeat for the other. This means that whatever public statements Fatah makes, the current international focus on Gaza and Hamas weakens Fatah. And this means that at some point, Fatah will try to undermine the political gains the flotilla has offered Hamas.

The Palestinians’ deep geographic, ideological and historical divisions occasionally flare up into violence. Their movement has always been split, its single greatest weakness. Though revolutionary movements frequently are torn by sectarianism, these divisions are so deep that even without Israeli manipulation, the threat the Palestinians pose to the Israelis is diminished. With manipulation, the Israelis can pit Fatah against Hamas.

The Arab States and the Palestinians

The split within the Palestinians is also reflected in divergent opinions among what used to be called the confrontation states surrounding Israel — Egypt, Jordan and Syria.

Egypt, for example, is directly hostile to Hamas, a religious movement amid a sea of essentially secular Arab states. Hamas’ roots are in Egypt’s largest Islamist movement, the Muslim Brotherhood, which the Egyptian state has historically considered its main domestic threat. Egyptian President Hosni Mubarak’s regime has moved aggressively against Egyptian Islamists and sees Hamas’ ideology as a threat, as it could spread back to Egypt. For this and other reasons, Egypt has maintained its own blockade of Gaza. Egypt is much closer to Fatah, whose ideology derives from Egyptian secularism, and for this reason, Hamas deeply distrusts Cairo.

Jordan views Fatah with deep distrust. In 1970, Fatah under Arafat tried to stage a revolution against the Hashemite monarchy in Jordan. The resulting massacres, referred to as Black September, cost about 10,000 Palestinian lives. Fatah has never truly forgiven Jordan for Black September, and the Jordanians have never really trusted Fatah since then. The idea of an independent Palestinian state on the West Bank unsettles the Hashemite regime, as Jordan’s population is mostly Palestinian. Meanwhile, Hamas with its Islamist ideology worries Jordan, which has had its own problems with the Muslim Brotherhood. So rhetoric aside, the Jordanians are uneasy at best with the Palestinians, and despite years of Israeli-Palestinian hostility, Jordan (and Egypt) has a peace treaty with Israel that remains in place.

Syria is far more interested in Lebanon than it is in the Palestinians. Its co-sponsorship (along with Iran) of Hezbollah has more to do with Syria’s desire to dominate Lebanon than it does with Hezbollah as an anti-Israeli force. Indeed, whenever fighting breaks out between Hezbollah and Israel, the Syrians get nervous and their tensions with Iran increase. And of course, while Hezbollah is anti-Israeli, it is not a Palestinian movement. It is a Lebanese Shiite movement. Most Palestinians are Sunni, and while they share a common goal — the destruction of Israel — it is not clear that Hezbollah would want the same kind of regime in Palestine that either Hamas or Fatah would want. So Syria is playing a side game with an anti-Israeli movement that isn’t Palestinian, while also maintaining relations with both factions of the Palestinian movement.

Outside the confrontation states, the Saudis and other Arabian Peninsula regimes remember the threat that Nasser and the PLO posed to their regimes. They do not easily forgive, and their support for Fatah comes in full awareness of the potential destabilizing influence of the Palestinians. And while the Iranians would love to have influence over the Palestinians, Tehran is more than 1,000 miles away. Sometimes Iranian arms get through to the Palestinians. But Fatah doesn’t trust the Iranians, and Hamas, though a religious movement, is Sunni while Iran is Shiite. Hamas and the Iranians may cooperate on some tactical issues, but they do not share the same vision.

Israel’s Short-term Free Hand and Long-term Challenge

Given this environment, it is extremely difficult to translate hostility to Israeli policies in Europe and other areas into meaningful levers against Israel. Under these circumstances, the Israelis see the consequences of actions that excite hostility toward Israel from the Arabs and the rest of the world as less dangerous than losing control of Gaza. The more independent Gaza becomes, the greater the threat it poses to Israel. The suppression of Gaza is much safer and is something Fatah ultimately supports, Egypt participates in, Jordan is relieved by and Syria is ultimately indifferent to.

Nations base their actions on risks and rewards. The configuration of the Palestinians and Arabs rewards Israeli assertiveness and provides few rewards for caution. The Israelis do not see global hostility toward Israel translating into a meaningful threat because the Arab reality cancels it out. Therefore, relieving pressure on Hamas makes no sense to the Israelis. Doing so would be as likely to alienate Fatah and Egypt as it would to satisfy the Swedes, for example. As Israel has less interest in the Swedes than in Egypt and Fatah, it proceeds as it has.

A single point sums up the story of Israel and the Gaza blockade-runners: Not one Egyptian aircraft threatened the Israeli naval vessels, nor did any Syrian warship approach the intercept point. The Israelis could be certain of complete command of the sea and air without challenge. And this underscores how the Arab countries no longer have a military force that can challenge the Israelis, nor the will nor interest to acquire one. Where Egyptian and Syrian forces posed a profound threat to Israeli forces in 1973, no such threat exists now. Israel has a completely free hand in the region militarily; it does not have to take into account military counteraction. The threat posed by intifada, suicide bombers, rockets from Lebanon and Gaza, and Hezbollah fighters is real, but it does not threaten the survival of Israel the way the threat from Egypt and Syria once did (and the Israelis see actions like the Gaza blockade as actually reducing the threat of intifada, suicide bombers and rockets). Non-state actors simply lack the force needed to reach this threshold. When we search for the reasons behind Israeli actions, it is this singular military fact that explains Israeli decision-making.

And while the break between Turkey and Israel is real, Turkey alone cannot bring significant pressure to bear on Israel beyond the sphere of public opinion and diplomacy because of the profound divisions in the region. Turkey has the option to reduce or end cooperation with Israel, but it does not have potential allies in the Arab world it would need against Israel. Israel therefore feels buffered against the Turkish reaction. Though its relationship with Turkey is significant to Israel, it is clearly not significant enough for Israel to give in on the blockade and accept the risks from Gaza.

At present, Israel takes the same view of the United States. While the United States became essential to Israeli security after 1967, Israel is far less dependent on the United States today. The quantity of aid the United States supplies Israel has shrunk in significance as the Israeli economy has grown. In the long run, a split with the United States would be significant, but interestingly, in the short run, the Israelis would be able to function quite effectively.

Israel does, however, face this strategic problem: In the short run, it has freedom of action, but its actions could change the strategic framework in which it operates over the long run. The most significant threat to Israel is not world opinion; though not trivial, world opinion is not decisive. The threat to Israel is that its actions will generate forces in the Arab world that eventually change the balance of power. The politico-military consequences of public opinion is the key question, and it is in this context that Israel must evaluate its split with Turkey.

The most important change for Israel would not be unity among the Palestinians, but a shift in Egyptian policy back toward the position it held prior to Camp David. Egypt is the center of gravity of the Arab world, the largest country and formerly the driving force behind Arab unity. It was the power Israel feared above all others. But Egypt under Mubarak has shifted its stance versus the Palestinians, and far more important, allowed Egypt’s military capability to atrophy.

Should Mubarak’s successor choose to align with these forces and move to rebuild Egypt’s military capability, however, Israel would face a very different regional equation. A hostile Turkey aligned with Egypt could speed Egyptian military recovery and create a significant threat to Israel. Turkish sponsorship of Syrian military expansion would increase the pressure further. Imagine a world in which the Egyptians, Syrians and Turks formed a coalition that revived the Arab threat to Israel and the United States returned to its position of the 1950s when it did not materially support Israel, and it becomes clear that Turkey’s emerging power combined with a political shift in the Arab world could represent a profound danger to Israel.

Where there is no balance of power, the dominant nation can act freely. The problem with this is that doing so tends to force neighbors to try to create a balance of power. Egypt and Syria were not a negligible threat to Israel in the past. It is in Israel’s interest to keep them passive. The Israelis can’t dismiss the threat that its actions could trigger political processes that cause these countries to revert to prior behavior. They still remember what underestimating Egypt and Syria cost them in 1973. It is remarkable how rapidly military capabilities can revive: Recall that the Egyptian army was shattered in 1967, but by 1973 was able to mount an offensive that frightened Israel quite a bit.

The Israelis have the upper hand in the short term. What they must calculate is whether they will retain the upper hand if they continue on their course. Division in the Arab world, including among the Palestinians, cannot disappear overnight, nor can it quickly generate a strategic military threat. But the current configuration of the Arab world is not fixed. Therefore, defusing the current crisis would seem to be a long-term strategic necessity for Israel.

Israel’s actions have generated shifts in public opinion and diplomacy regionally and globally. The Israelis are calculating that these actions will not generate a long-term shift in the strategic posture of the Arab world. If they are wrong about this, recent actions will have been a significant strategic error. If they are right, then this is simply another passing incident. In the end, the profound divisions in the Arab world both protect Israel and make diplomatic solutions to its challenge almost impossible — you don’t need to fight forces that are so divided, but it is very difficult to negotiate comprehensively with a group that lacks anything approaching a unified voice.

The Meaning of Marjah

On Feb. 13, some 6,000 U.S. Marines, soldiers and Afghan National Army (ANA) troops launched a sustained assault on the town of Marjah in Helmand province. Until this latest offensive, the U.S. and NATO effort in Afghanistan had been constrained by other considerations, most notably Iraq. Western forces viewed the Afghan conflict as a matter of holding the line or pursuing targets of opportunity. But now, armed with larger forces and a new strategy, the war — the real war — has begun. The most recent offensive — dubbed Operation Moshtarak (“Moshtarak” is Dari for “together”) — is the largest joint U.S.-NATO-Afghan operation in history. It also is the first major offensive conducted by the first units deployed as part of the surge of 30,000 troops promised by U.S. President Barack Obama.

The United States originally entered Afghanistan in the aftermath of the Sept. 11 attacks. In those days of fear and fury, American goals could be simply stated: A non-state actor — al Qaeda — had attacked the American homeland and needed to be destroyed. Al Qaeda was based in Afghanistan at the invitation of a near-state actor — the Taliban, which at the time were Afghanistan’s de facto governing force. Since the Taliban were unwilling to hand al Qaeda over, the United States attacked. By the end of the year, al Qaeda had relocated to neighboring Pakistan and the Taliban retreated into the arid, mountainous countryside in their southern heartland and began waging a guerrilla conflict. In time, American attention became split between searching for al Qaeda and clashing with the Taliban over control of Afghanistan.

But from the earliest days following 9/11, the White House was eyeing Iraq, and with the Taliban having largely declined combat in the initial invasion, the path seemed clear. The U.S. military and diplomatic focus was shifted, and as the years wore on, the conflict absorbed more and more U.S. troops, even as other issues — a resurgent Russia and a defiant Iran — began to demand American attention. All of this and more consumed American bandwidth, and the Afghan conflict melted into the background. The United States maintained its Afghan force in what could accurately be described as a holding action as the bulk of its forces operated elsewhere. That has more or less been the state of affairs for eight years.

That has changed with the series of offensive operations that most recently culminated at Marjah.

Why Marjah? The key is the geography of Afghanistan and the nature of the conflict itself. Most of Afghanistan is custom-made for a guerrilla war. Much of the country is mountainous, encouraging local identities and militias, as well as complicating the task of any foreign military force. The country’s aridity discourages dense population centers, making it very easy for irregular combatants to melt into the countryside. Afghanistan lacks navigable rivers or ports, drastically reducing the region’s likelihood of developing commerce. No commerce to tax means fewer resources to fund a meaningful government or military and encourages the smuggling of every good imaginable — and that smuggling provides the perfect funding for guerrillas.

Rooting out insurgents is no simple task. It requires three things:
  1. Massively superior numbers so that occupiers can limit the zones to which the insurgents have easy access.
  2. The support of the locals in order to limit the places that the guerillas can disappear into.
  3. Superior intelligence so that the fight can be consistently taken to the insurgents rather than vice versa.
Without those three things — and American-led forces in Afghanistan lack all three — the insurgents can simply take the fight to the occupiers, retreat to rearm and regroup and return again shortly thereafter.

But the insurgents hardly hold all the cards. Guerrilla forces are by their very nature irregular. Their capacity to organize and strike is quite limited, and while they can turn a region into a hellish morass for an opponent, they have great difficulty holding territory — particularly territory that a regular force chooses to contest. Should they mass into a force that could achieve a major battlefield victory, a regular force — which is by definition better-funded, -trained, -organized and -armed — will almost always smash the irregulars. As such, the default guerrilla tactic is to attrit and harass the occupier into giving up and going home. The guerrillas always decline combat in the face of a superior military force only to come back and fight at a time and place of their choosing. Time is always on the guerrilla’s side if the regular force is not a local one.

But while the guerrillas don’t require basing locations that are as large or as formalized as those required by regular forces, they are still bound by basic economics. They need resources — money, men and weapons — to operate. The larger these locations are, the better economies of scale they can achieve and the more effectively they can fight their war.

Marjah is perhaps the quintessential example of a good location from which to base. It is in a region sympathetic to the Taliban; Helmand province is part of the Taliban’s heartland. Marjah is very close to Kandahar, Afghanistan’s second city, the religious center of the local brand of Islam, the birthplace of the Taliban, and due to the presence of American forces, an excellent target. Helmand alone produces more heroin than any country on the planet, and Marjah is at the center of that trade. By some estimates, this center alone supplies the Taliban with a monthly income of $200,000. And it is defensible: The farmland is crisscrossed with irrigation canals and dotted with mud-brick compounds — and, given time to prepare, a veritable plague of IEDs.

Simply put, regardless of the Taliban’s strategic or tactical goals, Marjah is a critical node in their operations.

The American Strategy

Though operations have approached Marjah in the past, it has not been something NATO’s International Security Assistance Force (ISAF) ever has tried to hold. The British, Canadian and Danish troops holding the line in the country’s restive south had their hands full enough. Despite Marjah’s importance to the Taliban, ISAF forces were too few to engage the Taliban everywhere (and they remain as such). But American priorities started changing about two years ago. The surge of forces into Iraq changed the position of many a player in the country. Those changes allowed a reshaping of the Iraq conflict that laid the groundwork for the current “stability” and American withdrawal. At the same time, the Taliban began to resurge in a big way. Since then the Bush and then Obama administrations inched toward applying a similar strategy to Afghanistan, a strategy that focuses less on battlefield success and more on altering the parameters of the country itself.

As the Obama administration’s strategy has begun to take shape, it has started thinking about endgames. A decades-long occupation and pacification of Afghanistan is simply not in the cards. A withdrawal is, but only a withdrawal where the security free-for-all that allowed al Qaeda to thrive will not return. And this is where Marjah comes in.

Denying the Taliban control of poppy farming communities like Marjah and the key population centers along the Helmand River Valley — and areas like them around the country — is the first goal of the American strategy. The fewer key population centers the Taliban can count on, the more dispersed — and militarily inefficient — their forces will be. This will hardly destroy the Taliban, but destruction isn’t the goal. The Taliban are not simply a militant Islamist force. At times they are a flag of convenience for businessmen or thugs; they can even be, simply, the least-bad alternative for villagers desperate for basic security and civil services. In many parts of Afghanistan, the Taliban are not only pervasive but also the sole option for governance and civil authority.

So destruction of what is in essence part of the local cultural and political fabric is not an American goal. Instead, the goal is to prevent the Taliban from mounting large-scale operations that could overwhelm any particular location. Remember, the Americans do not wish to pacify Afghanistan; the Americans wish to leave Afghanistan in a form that will not cause the United States severe problems down the road. In effect, achieving the first goal simply aims to shape the ground for a shot at achieving the second.

That second goal is to establish a domestic authority that can stand up to the Taliban in the long run. Most of the surge of forces into Afghanistan is not designed to battle the Taliban now but to secure the population and train the Afghan security forces to battle the Taliban later. To do this, the Taliban must be weak enough in a formal military sense to be unable to launch massive or coordinated attacks. Capturing key population centers along the Helmand River Valley is the first step in a strategy designed to create the breathing room necessary to create a replacement force, preferably a replacement force that provides Afghans with a viable alternative to the Taliban.

That is no small task. In recent years, in places where the official government has been corrupt, inept or defunct, the Taliban have in many cases stepped in to provide basic governance and civil authority. And this is why even the Americans are publicly flirting with holding talks with certain factions of the Taliban in hopes that at least some of the fighters can be dissuaded from battling the Americans (assisting with the first goal) and perhaps even joining the nascent Afghan government (assisting with the second).

The bottom line is that this battle does not mark the turning of the tide of the war. Instead, it is part of the application of a new strategy that accurately takes into account Afghanistan’s geography and all the weaknesses and challenges that geography poses. Marjah marks the first time the United States has applied a plan not to hold the line, but actually to reshape the country. We are not saying that the strategy will bear fruit. Afghanistan is a corrupt mess populated by citizens who are far more comfortable thinking and acting locally and tribally than nationally. In such a place indigenous guerrillas will always hold the advantage. No one has ever attempted this sort of national restructuring in Afghanistan, and the Americans are attempting to do so in a short period on a shoestring budget.

At the time of this writing, this first step appears to be going well for American-NATO-Afghan forces. Casualties have been light and most of Marjah already has been secured. But do not read this as a massive battlefield success. The assault required weeks of obvious preparation, and very few Taliban fighters chose to remain and contest the territory against the more numerous and better armed attackers. The American challenge lies not so much in assaulting or capturing Marjah but in continuing to deny it to the Taliban. If the Americans cannot actually hold places like Marjah, then they are simply engaging in an exhausting and reactive strategy of chasing a dispersed and mobile target.

A “government-in-a-box” of civilian administrators is already poised to move into Marjah to step into the vacuum left by the Taliban. We obviously have major doubts about how effective this box government can be at building up civil authority in a town that has been governed by the Taliban for most of the last decade. Yet what happens in Marjah and places like it in the coming months will be the foundation upon which the success or failure of this effort will be built. But assessing that process is simply impossible, because the only measure that matters cannot be judged until the Afghans are left to themselves.

Profiling: Sketching the Face of Jihadism

On Jan. 4, 2010, the U.S. Transportation Security Administration (TSA) adopted new rules that would increase the screening of citizens from 14 countries who want to fly to the United States as well as travelers of all nationalities who are flying to the United States from one of the 14 countries. These countries are: Afghanistan, Algeria, Cuba, Iran, Iraq, Lebanon, Libya, Nigeria, Pakistan, Saudi Arabia, Somalia, Sudan, Syria and Yemen.

Four of the countries — Cuba, Iran, Sudan and Syria — are on the U.S. government’s list of state sponsors of terrorism. The other 10 have been labeled “countries of interest” by the TSA and appear to have been added in response to jihadist attacks in recent years. Nigeria was almost certainly added to the list only as a result of the Christmas Day bombing attempt aboard a Detroit-bound U.S. airliner by Umar Farouk Abdulmutallab, a 23-year-old Nigerian man.

As reflected by the large number of chain e-mails that swirl around after every attack or attempted attack against the United States, the type of profiling program the TSA has instituted will be very popular in certain quarters. Conventional wisdom holds that such programs will be effective in protecting the flying public from terrorist attacks because profiling is easy to do. However, when one steps back and carefully examines the historical face of the jihadist threat, it becomes readily apparent that it is very difficult to create a one-size-fits-all profile of a jihadist operative. When focusing on a resourceful and adaptive adversary, the use of such profiles sets a security system up for failure by causing security personnel and the general public to focus on a threat that is defined too narrowly.

Sketching the face of jihadism is simply not as easy as it might seem.

The Historical Face of Terror

One popular chain e-mail that seemingly circulates after every attack or attempted attack notes that the attack was not conducted by Richard Simmons or the Tooth Fairy but by “Muslim male extremists between the ages of 17 and 40.” And when we set aside the Chechen “Black Widows”, the occasional female suicide bomber and people like Timothy McVeigh and Eric Rudolph, many terrorist attacks are indeed planned and orchestrated by male Muslim extremists between the ages of 17 and 40. The problem comes when you try to define what a male Muslim extremist between the ages of 17 and 40 looks like.

When we look back at the early jihadist attacks against the United States, we see that many perpetrators matched the stereotypical Muslim profile. In the killing of Rabbi Meir Kahane, the 1993 World Trade Center Bombing and the thwarted 1993 New York Landmarks Plot, we saw a large contingent of Egyptians, including Omar Abdul-Rahman (aka “the Blind Sheikh”), ElSayyid Nosair, Ibrahim Elgabrowny, Mahmud Abouhalima and several others. In fact, Egyptians played a significant role in the development of the jihadist ideology and have long constituted a very substantial portion of the international jihadist movement — and even of the core al Qaeda cadre. Because of this, it is quite surprising that Egypt does not appear on the TSA’s profile list.

Indeed, in addition to the Egyptians, in the early jihadist plots against the United States we also saw operatives who were Palestinian, Pakistani, Sudanese and Iraqi. However — and this is significant — in the New York Landmarks Plot we also saw a Puerto Rican convert to Islam named Victor Alvarez and an African-American Muslim named Clement Rodney Hampton-el. Alvarez and Hampton-el clearly did not fit the typical profile.

The Kuwait-born Pakistani citizen who was the bombmaker in the 1993 World Trade Center bombing is a man named Abdul Basit (widely known by his alias, Ramzi Yousef). After leaving the United States, Basit resettled in Manila and attempted to orchestrate an attack against U.S. airliners in Asia called Operation Bojinka. After an apartment fire in Manila caused Basit to flee the city, he moved to Islamabad, where he attempted to recruit new jihadist operatives to carry out the Bojinka plot. One of the men he recruited was a South African Muslim named Istaique Parker. After a few dry-run operations, Parker got cold feet, decided he did not want to embrace martyrdom and helped the U.S. Diplomatic Security Service special agents assigned to the U.S. Embassy orchestrate Basit’s arrest. A South African named Parker does not fit the typical terrorist profile.

The following individuals, among many others, were involved in jihadist activity but did not fit what most people would consider the typical jihadist profile:
  • Richard Reid, the British citizen known as the “shoe bomber.”
  • Jose Padilla, the American citizen known as the “dirty bomber.”
  • Adam Gadahn, an al Qaeda spokesman who was born Adam Pearlman in California.
  • John Walker Lindh, the so-called “American Taliban.”
  • Jack Roche, the Australian known as “Jihad Jack.”
  • The Duka brothers, ethnic Albanians involved in the Fort Dix plot.
  • Daniel Boyd and his sons, American citizens plotting grassroots attacks inside the United States.
  • Germaine Maurice Lindsay, the Jamaican-born suicide bomber involved in the July 7, 2005, London attacks.
  • Nick Reilly, the British citizen who attempted to bomb a restaurant in Exeter in May 2008.
  • David Headley, the U.S. citizen who helped plan the Mumbai attacks.
As reflected by the list above, jihadists come from many ethnicities and nationalities, and they can range from Americans named Daniel, Victor and John to a Macedonian nicknamed “Elvis,” a Tanzanian called “Foopie” (who smuggled explosives by bicycle) and an Indonesian named Zulkarnaen. There simply is not one ethnic or national profile that can be used to describe them all.

An Adaptive Opponent

One of the big reasons we’ve witnessed men with names like Richard and Jose used in jihadist plots is because jihadist planners are adaptive and innovative. They will adjust the operatives they select for a mission in order to circumvent new security measures. In the wake of the 9/11 attacks, when security forces began to focus additional scrutiny on people with Muslim names, they dispatched Richard Reid on his shoe-bomb mission. And it worked — Reid was able to get his device by security and onto the plane. If he hadn’t fumbled the execution of the attack, it would have destroyed the aircraft. Moreover, when Khalid Sheikh Mohammed wanted to get an operative into the United States to conduct attacks following 9/11, he selected U.S. citizen Jose Padilla. Padilla successfully entered the country, and it was only Mohammed’s arrest and interrogation that alerted authorities to Padilla’s mission.

But their operational flexibility in fact predates the 9/11 attack. For example, some of the operatives initially selected for the 9/11 mission were Yemenis and could not obtain visas to the United States. Since Saudis were able to obtain visas much easier, al Qaeda simply shifted gears and decided to use Saudis instead of Yemenis.

Pakistan-based militant groups Lashkar-e-Taiba and Harkat-ul-Jihad e-Islami likewise sought to fool the Danish and Indian security services when they dispatched an American citizen named David Headley from Chicago to conduct pre-operational surveillance in Mumbai and Denmark. Headley, who was named Daood Gilani at his birth, legally changed his name to David Coleman Headley, anglicizing his first name and taking his mother’s maiden name. The name change and his American accent were apparently enough to throw intelligence agencies off his trail — in spite of his very aggressive surveillance activity.

Most recently, al Qaeda in the Arabian Peninsula (AQAP) showed its cunning when it dispatched a Nigerian, Abdulmutallab, in the Christmas Day attack. Although STRATFOR was among the first to see the threat AQAP’s innovative devices posed to aviation security, there is no way we could have forecast that the group would conduct an attack originating out of Nigeria using a Nigerian citizen. A Saudi or Yemeni, certainly; a Somali or American citizen, maybe — but a Nigerian? AQAP’s use of such an operative was a total paradigm shift. (Perhaps this paradigm shift explains in part why U.S. officials chose not to act more aggressively on intelligence they had obtained on Abdulmutallab that could have prevented the attack.) The only reason Nigeria is on the list of 14 countries now is because of the Christmas Day incident, and there is no reason that jihadists couldn’t use a Muslim from Togo, Ghana, or Trinidad and Tobago instead of a Nigerian in their next attack.

Jihadist planners have now heard about the list of 14 countries and, demonstrating their adaptability, will undoubtedly try to use operatives who are not from one of those countries and choose flights that originate from other places as well. They may even follow the lead of Chechen militants and the Islamic State of Iraq by employing female suicide bombers. They will also likely instruct operatives to “lose” their passports so that they can obtain new documents that contain no traces of travel to one of the 14 countries on the list. Jihadists have frequently used this tactic to hide operatives’ travel to training camps in places like Afghanistan and Pakistan.

Moreover, jihadist groups have no lack of operatives from countries that are not on that list. Jihadists from all over the world have traveled to jihadist training camps, and in addition to the large number of Egyptian, Moroccan and Tunisian jihadists (countries not on the list), there are also Filipinos, Indonesians, Malaysians and, of course, Americans and Europeans. Frankly, there have been far more jihadist plots that have originated in the United Kingdom than there have been plots involving Nigerians, and yet Nigeria is on the list and the United Kingdom is not. Because of this, a British citizen (or an American, for that matter) who has been fighting with al Shabaab in Somalia could board a flight in Nairobi or Cairo and receive less scrutiny than an innocent Nigerian flying from the same airport.

In an environment where the potential threat is hard to identify, it is doubly important to profile individuals based on their behavior rather than their ethnicity or nationality — what we refer to as focusing on the “how” rather than the “who”. Instead of relying on pat profiles, security personnel should be encouraged to exercise their intelligence, intuition and common sense. A U.S. citizen named Robert who shows up at the U.S. Embassy in Nairobi or Amman claiming to have lost his passport may be far more dangerous than some random Pakistani or Yemeni citizen, even though the American does not fit the profile requiring extra security checks.

The difficulty of creating a reliable and accurate physical profile of a jihadist, and the adaptability and ingenuity of the jihadist planners, means that any attempt at profiling is doomed to fail. In fact, profiling can prove counterproductive to good security by blinding people to real threats. They will dismiss potential malefactors who do not fit the specific profile they have been provided.

The Khost Attack and the Intelligence War Challenge

As Khalil Abu-Mulal al-Balawi exited the vehicle that brought him onto Forward Operating Base (FOB) Chapman in Khost, Afghanistan, on Dec. 30, 2009, security guards noticed he was behaving strangely. They moved toward al-Balawi and screamed demands that he take his hand out of his pocket, but instead of complying with the officers’ commands, al-Balawi detonated the suicide device he was wearing. The explosion killed al-Balawi, three security contractors, four CIA officers and the Jordanian General Intelligence Department (GID) officer who was al-Balawi’s handler. The vehicle shielded several other CIA officers at the scene from the blast. The CIA officers killed included the chief of the base at Khost and an analyst from headquarters who reportedly was the agency’s foremost expert on al Qaeda. The agency’s second-ranking officer in Afghanistan was allegedly among the officers who survived.

Al-Balawi was a Jordanian doctor from Zarqa (the hometown of deceased al Qaeda in Iraq leader Abu Musab al-Zarqawi). Under the alias Abu Dujanah al-Khurasani, he served as an administrator for Al-Hesbah, a popular Internet discussion forum for jihadists. Jordanian officers arrested him in 2007 because of his involvement with radical online forums, which is illegal in Jordan. The GID subsequently approached al-Balawi while he was in a Jordanian prison and recruited him to work as an intelligence asset.

Al-Balawi was sent to Pakistan less than a year ago as part of a joint GID/CIA mission. Under the cover of going to school to receive advanced medical training, al-Balawi established himself in Pakistan and began to reach out to jihadists in the region. Under his al-Khurasani pseudonym, al-Balawai announced in September 2009 in an interview on a jihadist Internet forum that he had officially joined the Afghan Taliban.

A Lucky Break for the TTP

It is unclear if al-Balawi was ever truly repentant. Perhaps he cooperated with the GID at first, but had a change of heart sometime after arriving in Pakistan. Either way, at some point al-Balawi approached the Tehrik-i-Taliban Pakistan (TTP), the main Pakistani Taliban group, and offered to work with it against the CIA and GID. Al-Balawi confirmed this in a video statement recorded with TTP leader Hakeemullah Mehsud and released Jan. 9. This is significant because it means that al-Balawi’s appearance was a lucky break for the TTP, and not part of some larger, intentional intelligence operation orchestrated by the TTP or another jihadist entity like al Qaeda.

The TTP’s luck held when a group of 13 people gathered to meet al-Balawi upon his arrival at FOB Chapman. This allowed him to detonate his suicide device amid the crowd and create maximum carnage before he was able to be searched for weapons.

In the world of espionage, source meetings are almost always a dangerous activity for both the intelligence officer and the source. There are fears the source could be surveilled and followed to the meeting site, or that the meeting could be raided by host country authorities and the parties arrested. In the case of a terrorist source, the meeting site could be attacked and those involved in the meeting killed. Because of this, the CIA and other intelligence agencies exercise great care while conducting source meetings. Normally they will not bring the source into a CIA station or base. Instead, they will conduct the meeting at a secure, low-profile offsite location.

Operating in the wilds of Afghanistan is far different from operating out of an embassy in Vienna or Moscow, however. Khost province is Taliban territory, and it offers no refuge from the watching eyes and gunmen of the Taliban and their jihadist allies. Indeed, the province has few places safe enough even for a CIA base. And this is why the CIA base in Khost is located on a military base, FOB Chapman, named for the first American killed in Afghanistan following the U.S. invasion. Normally, an outer ring of Afghan security around the base searches persons entering FOB Chapman, who the U.S. military then searches again at the outer perimeter of the U.S. portion of the base. Al-Balawi, a high-value CIA asset, was allowed to skip these external layers of security to avoid exposing his identity to Afghan troops and U.S. military personnel. Instead, the team of Xe (the company formerly known as Blackwater) security contractors were to search al-Balawi as he arrived at the CIA’s facility.

A Failure to Follow Security Procedures

Had proper security procedures been followed, the attack should only have killed the security contractors, the vehicle driver and perhaps the Jordanian GID officer. But proper security measures were not followed, and several CIA officers rushed out to greet the unscreened Jordanian source. Reports indicate that the source had alerted his Jordanian handler that he had intelligence pertaining to the location of al Qaeda second-in-command Ayman al-Zawahiri. (There are also reports that al-Balawi had given his handlers highly accurate battle damage assessments on drone strikes in Pakistan, indicating that he had access to high-level jihadist sources.) The prospect of finally receiving such crucial and long-sought information likely explains the presence of the high-profile visitors from CIA headquarters in Langley and the station in Kabul — and their exuberance over receiving such coveted intelligence probably explains their eager rush to meet the source before he had been properly screened.

The attack, the most deadly against CIA personnel since the 1983 Beirut bombing, was clearly avoidable, or at least mitigable. But human intelligence is a risky business, and collecting human intelligence against jihadist groups can be flat-out deadly. The CIA officers in Khost the day of the bombing had grown complacent, and violated a number of security procedures. The attack thus serves as a stark reminder to the rest of the clandestine service of the dangers they face and of the need to adhere to time-tested security procedures.

A better process might have prevented some of the deaths, but it would not have solved the fundamental problem: The CIA had an asset who turned out to be a double agent. When he turned is less important than that he was turned into — assuming he had not always been — a double agent. His mission was to gain the confidence of the CIA as to his bona fides, and then create an event in which large numbers of CIA agents were present, especially the top al Qaeda analyst at the CIA. He knew that high-value targets would be present because he had set the stage for the meeting by dangling vital information before the agency. He went to the meeting to carry out his true mission, which was to deliver a blow against the CIA. He succeeded.

The Obama Strategy’s Weakness

In discussing the core weakness in the Afghan strategy U.S. President Barack Obama has chosen, we identified the basic problem as the intelligence war. We argued that establishing an effective Afghan army would be extremely difficult, if not impossible, because the Americans and their NATO allies lacked knowledge and sophistication in distinguishing friend from foe among those being recruited into the army. This problem is compounded by the fact that there are very few written documents in a country like Afghanistan that could corroborate identities. The Taliban would seed the Afghan army with its own operatives and supporters, potentially exposing the army’s operations to al Qaeda.

This case takes the problem a step further. The United States relied on Jordanian intelligence to turn a jihadist operative into a double agent. They were dependent on the Jordanian handler’s skills at debriefing, vetting and testing the now-double agent. It is now reasonable to assume the agent allowed himself to be doubled in an attempt to gain the trust of the handler. The Jordanians offered the source to the Americans, who obviously grabbed him, and the source passed all the tests to which he was undoubtedly subjected. Yet in the end, his contacts with the Taliban were not designed to provide intelligence to the Americans. The intelligence provided to the Americans was designed to win their trust and set up the suicide bombing. It is therefore difficult to avoid the conclusion that al-Balawi was playing the GID all along and that his willingness to reject his jihadist beliefs was simply an opportunistic strategy for surviving and striking.

Even though encountering al-Balawi was a stroke of luck for the TTP, the group’s exploitation of this lucky break was a very sophisticated operation. The TTP had to provide valuable intelligence to allow al-Balawi to build his credibility. It had to create the clustering of CIA agents by promising extraordinarily valuable intelligence. It then had to provide al-Balawi with an effective suicide device needed for the strike. And it had to do this without being detected by the CIA. Al-Balawi had a credible cover for meeting TTP agents; that was his job. But what al-Balawi told his handlers about his meetings with the TTP, and where he went between meetings, clearly did not indicate to the handlers that he was providing fabricated information or posed a threat.

In handling a double agent, it is necessary to track every step he takes. He cannot be trusted because of his history; the suspicion that he is still loyal to his original cause must always be assumed. Therefore, the most valuable moments in evaluating a double agent are provided by intense scrutiny of his patterns and conduct away from his handlers and new friends. Obviously, if this scrutiny was applied, al-Balawi and his TTP handlers were still able to confuse their observers. If it was not applied, then the CIA was setting itself up for disappointment. Again, such scrutiny is far more difficult to conduct in the Pakistani badlands, where resources to surveil a source are very scarce. In such a case, the intuition and judgment of the agent’s handler are critical, and al-Balawi was obviously able to fool his Jordanian handler.

Given his enthusiastic welcome at FOB Chapman, it would seem al-Balawi was regarded not only as extremely valuable but also as extremely reliable. Whatever process might have been used at the meeting, the central problem was that he was regarded as a highly trusted source when he shouldn’t have been. Whether this happened because the CIA relied entirely on the Jordanian GID for evaluation or because American interrogators and counterintelligence specialists did not have the skills needed to pick up the cues can’t be known. What is known is that the TTP ran circles around the CIA in converting al-Balawi to its uses.

The United States cannot hope to reach any satisfactory solution in Afghanistan unless it can win the intelligence war. But the damage done to the CIA in this attack cannot be underestimated. At least one of the agency’s top analysts on al Qaeda was killed. In an intelligence war, this is the equivalent of sinking an aircraft carrier in a naval war. The United States can’t afford this kind of loss. There will now be endless reviews, shifts in personnel and re-evaluations. In the meantime, the Taliban in both Pakistan and Afghanistan will be attempting to exploit the opportunity presented by this disruption.

Casualties happen in war, and casualties are not an argument against war. However, when the center of gravity in a war is intelligence, and an episode like this occurs, the ability to prevail becomes a serious question. We have argued that in any insurgency, the insurgents have a built-in advantage. It is their country and their culture, and they are indistinguishable from everyone else. Keeping them from infiltrating is difficult.

This was a different matter. Al-Balawi was Jordanian; his penetration of the CIA was less like the product of an insurgency than an operation carried out by a national intelligence service. And this is the most troubling aspect of this incident for the United States. The operation was by all accounts a masterful piece of tradecraft beyond the known abilities of a group like the TTP. Even though al-Balawi’s appearance was a lucky break for the TTP, not the result of an intentional, long-term operation, the execution of the operation that arose as a result of that lucky break was skillfully done — and it was good enough to deliver a body blow to the CIA. The Pakistani Taliban would thus appear far more skilled than we would have thought, which is the most important takeaway from this incident, and something to ponder.

Jihadism in 2010: The Threat Continues

For the past several years, STRATFOR has published an annual forecast on al Qaeda and the jihadist movement. Since our first jihadist forecast in January 2006, we have focused heavily on the devolution of jihadism from a phenomenon primarily involving the core al Qaeda group to one based mainly on the wider jihadist movement and the devolving, decentralized threat it poses.

The central theme of last year’s forecast was that al Qaeda was an important force on the ideological battlefield, but that the efforts of the United States and its allies had marginalized the group on the physical battlefield and kept it bottled up in a limited geographic area. Because of this, we forecast that the most significant threat in terms of physical attacks stemmed from regional jihadist franchises and grassroots operatives and not the al Qaeda core. We also wrote that we believed the threat posed by such attacks would remain tactical and not rise to the level of a strategic threat. To reflect this reality, we even dropped al Qaeda from the title of our annual forecast and simply named it Jihadism in 2009: The Trends Continue.

The past year proved to be very busy in terms of attacks and thwarted plots emanating from jihadist actors. But, as forecast, the primary militants involved in carrying out these terrorist plots were almost exclusively from regional jihadist groups and grassroots operatives, and not militants dispatched by the al Qaeda core. We anticipate that this dynamic will continue, and if anything, the trend will be for some regional franchise groups to become even more involved in transnational attacks, thus further usurping the position of al Qaeda prime at the vanguard of jihadism on the physical battlefield.

A Note on ‘Al Qaeda’

As a quick reminder, STRATFOR views what most people refer to as “al Qaeda” as a global jihadist network rather than a monolithic entity. This network consists of three distinct entities. The first is a core vanguard organization, which we frequently refer to as al Qaeda prime or the al Qaeda core. The al Qaeda core is comprised of Osama bin Laden and his small circle of close, trusted associates, such as Ayman al-Zawahiri. Due to intense pressure by the U.S. government and its allies, this core group has been reduced in size since 9/11 and remains relatively small because of operational security concerns. This insular group is laying low in Pakistan near the Afghan border and comprises only a small portion of the larger jihadist universe.

The second layer of the network is composed of local or regional terrorist or insurgent groups that have adopted jihadist ideology. Some of these groups have publicly claimed allegiance to bin Laden and the al Qaeda core and become what we refer to as franchise groups, like al Qaeda in the Islamic Maghreb (AQIM) or al Qaeda in the Arabian Peninsula (AQAP). Other groups may adopt some or all of al Qaeda’s jihadist ideology and cooperate with the core group, but they will maintain their independence for a variety of reasons. Such groups include the Tehrik-i-Taliban Pakistan (TTP), Lashkar-e-Taiba (LeT) and Harkat-ul-Jihad e-Islami (HUJI). Indeed, in the case of some larger organizations such as LeT, some of the group’s factions may actually oppose close cooperation with al Qaeda.

The third and broadest layer of the network is the grassroots jihadist movement, that is, people inspired by the al Qaeda core and the franchise groups but who may have little or no actual connection to these groups.

As we move down this hierarchy, we also move down in operational capability and expertise in what we call terrorist tradecraft — the set of skills required to conduct a terrorist attack. The operatives belonging to the al Qaeda core are generally better trained than their regional counterparts, and both of these layers tend to be far better trained than the grassroots operatives. Indeed, many grassroots operatives travel to places like Pakistan and Yemen in order to seek training from these other groups.

The Internet has long proved to be an important tool for these groups to reach out to potential grassroots operatives. Jihadist chat rooms and Web sites provide indoctrination in jihadist ideology and also serve as a means for aspiring jihadists to make contact with like-minded individuals and even the jihadist groups themselves.

2009 Forecast Review

Overall, our 2009 forecast was fairly accurate. As noted above, we wrote that the United States would continue its operations to decapitate the al Qaeda core and that this would cause the group to be marginalized from the physical jihad, and that has happened.

While we missed forecasting the resurgence of jihadist militant groups in Yemen and Somalia in 2008, in our 2009 forecast we covered these two countries carefully. We wrote that the al Qaeda franchises in Yemen had taken a hit in 2008 but that they could recover in 2009 given the opportunity. Indeed, the groups received a significant boost when they merged into a single group that also incorporated the remnants of al Qaeda in Saudi Arabia, which had been forced by Saudi security to flee the country. We closely followed this new group, which named itself al Qaeda in the Arabian Peninsula (AQAP), and STRATFOR was the first organization we know of to discuss the threat AQAP posed to civil aviation when we raised this subject on Sept. 2 and elaborated on it Sept. 16, in an analysis titled Convergence: The Challenge of Aviation Security. That threat manifested itself in the attempt to destroy an airliner traveling from Amsterdam to Detroit on Christmas Day 2009 — an operation that very nearly succeeded.

Regarding Somalia, we have also been closely following al Shabaab and the other jihadist groups there, such as Hizbul Islam. Al Shabaab publicly pledged allegiance to Osama bin Laden in September 2009 and therefore has formally joined the ranks of al Qaeda’s regional franchise groups. However, as we forecast last January, while the instability present in Somalia provides al Shabaab the opportunity to flourish, the factionalization of the country (including the jihadist groups operating there) has also served to keep al Shabaab from dominating the other actors and assuming control of the country.

We also forecast that, while Iraq had been relatively quiet in 2008, the level of violence there could surge in 2009 due to the Awakening Councils being taken off the U.S. payroll and having their control transferred to the Shiite-dominated Iraqi government, which might not pay them and integrate them into the armed forces. Indeed, since August, we have seen three waves of major coordinated attacks against Iraqi ministry buildings in Baghdad linked to the al Qaeda affiliate in Iraq, the Islamic State of Iraq. Since this violence is tied to the political situation in Iraq, and there is a clear correlation between the funds being cut to the Awakening Councils and these attacks, we anticipate that this violence will continue through the parliamentary elections in March. The attacks could even continue after that, if the Sunni powers in Iraq deem that their interests are not being addressed appropriately.

As in 2008, we paid close attention in 2009 to the situation in Pakistan. This not only was because Pakistan is the home of the al Qaeda core’s leadership but also because of the threat that the TTP and the other jihadist groups in the country posed to the stability of the nuclear-armed state. As we watched Pakistan for signs that it was becoming a failed state, we noted that the government was actually making considerable headway in its fight against its jihadist insurgency. Indeed, by late in the year, the Pakistanis had launched not only a successful offensive in Swat and the adjacent districts but also an offensive into South Waziristan, the heart of the TTP’s territory.

We also forecast that the bulk of the attacks worldwide in 2009 would be conducted by regional jihadist franchise groups and, to a lesser extent, grassroots jihadists, rather than the al Qaeda core, which was correct.

In relation to attacks against the United States, we wrote that we did not see a strategic threat to the United States from the jihadists, but that the threat of simple attacks against soft targets remained in 2009. We said we had been surprised that there were no such attacks in 2008 but that, given the vulnerabilities that existed and the ease with which such attacks could be conducted, we believed they were certainly possible. During 2009, we did see simple attacks by grassroots operatives in Little Rock, Arkansas, and at Fort Hood, Texas, along with several other grassroots plots thwarted by authorities.

Forecast for 2010

In the coming year we believe that, globally, we will see many of the trends continue from last year. We believe that the al Qaeda core will continue to be marginalized on the physical battlefield and struggle to remain relevant on the ideological battlefield. The regional jihadist franchise groups will continue to be at the vanguard of the physical battle, and the grassroots operatives will remain a persistent, though lower-level, threat.

One thing we noticed in recent months was that the regional groups were becoming more transnational in their attacks, with AQAP involved in the attack on Saudi Deputy Interior Minister Prince Mohammed bin Nayef in Saudi Arabia as well as the trans-Atlantic airliner bombing plot on Christmas Day. Additionally, we saw HUJI planning an attack against the Jyllands-Posten newspaper and cartoonist Kurt Westergaard in Denmark, and on Jan. 1, 2010, a Somali man reportedly associated with al Shabaab broke into Westergaard’s home armed with an axe and knife and allegedly tried to kill him. We believe that in 2010 we will see more examples of regional groups like al Shabaab and AQAP reaching out to become more transnational, perhaps even conducting attacks in the United States and Europe.

We also believe that, due to the open nature of the U.S. and European societies and the ease of conducting attacks against them, we will see more grassroots plots, if not successful attacks, in the United States and Europe in the coming year. The concept behind AQAP leader Nasir al-Wahayshi’s article calling for jihadists to conduct simple attacks against a variety of targets may be gaining popularity among grassroots jihadists. Certainly, the above-mentioned attack in Denmark involving an axe and knife was simple in nature. It could also have been deadly had the cartoonist not had a panic room within his residence. We will be watching for more simple attacks.

As far as targets, we believe that they will remain largely the same for 2010. Soft targets such as hotels will continue to be popular, since most jihadists lack the ability to attack hard targets outside of conflict zones. However, jihadists have demonstrated a continuing fixation on attacking commercial aviation targets, and we can anticipate additional plots and attacks focusing on aircraft.

Regionally, we will be watching for the following:
  • Pakistan: Can the United States find and kill the al Qaeda core’s leadership? A Pakistani official told the Chinese Xinhua news agency on Jan. 4 that terrorism will come to an end in Pakistan in 2010, but we are not nearly so optimistic. Even though the military has made good progress in its South Waziristan offensive, most of the militants moved to other areas of Pakistan rather than engage in frontal combat with Pakistan’s army. The area along the border with Pakistan is rugged and has proved hard to pacify for hundreds of years. We don’t think the Pakistanis will be able to bring the area under control in only one year. Clearly, the Pakistanis have made progress, but they are not out of the woods. The TTP has launched a number of attacks in the Punjabi core of Pakistan (and in Karachi) and we see no end to this violence in 2010.
  • Afghanistan: We will continue to closely monitor jihadist actors in this war-torn country. Our forecast for this conflict is included in our Annual Forecast 2010, published on Jan. 4.
  • Yemen: We will be watching closely to see if AQAP will follow the normal jihadist group lifespan of making a big splash, coming to the notice of the world and then being hit heavily by the host government with U.S. support. This pattern was exhibited a few years back by AQAP’s Saudi al Qaeda brethren, and judging by the operations in Yemen over the past month, it looks like 2010 might be a tough year for the group. It is important to note that the strikes against the group on Dec. 17 and Dec. 24 predated the Christmas bombing attempt, and the pressure on them will undoubtedly be ratcheted up considerably in the wake of that attack. Even as the memory of the Christmas Day attack begins to fade in the media and political circles, the focus on Yemen will continue in the counterterrorism community.
  • Indonesia: Can Tanzim Qaedat al-Jihad find an effective leader to guide it back from the edge of destruction after the death of Noordin Mohammad Top and the deaths or captures of several of his top lieutenants? Or will the Indonesians be able to enjoy further success against the group’s surviving members?
  • North Africa: Will AQIM continue to shy away from the al Qaeda core’s targeting philosophy and essentially function as the Salafist Group for Preaching and Combat with a different name in Algeria? Or will AQIM shift back toward al Qaeda’s philosophy of attacking the far enemy and using suicide bombers and large vehicle bombs? In Mauritania, Niger and Mali, will the AQIM-affiliated cells there be able to progress beyond amateurish attacks and petty banditry to become a credible militant organization?
  • Somalia: We believe the factionalism in Somalia and within the jihadist community there will continue to hamper al Shabaab. The questions we will be looking to answer are: Will al Shabaab be able to gain significant control of areas of the country that can be used to harbor and train foreign militants? And, will the group decide to use its contacts within the Somali diaspora to conduct attacks in East Africa, South Africa, Australia, Europe and the United States? We believe that al Shabaab is on its way to becoming a transnational player and that 2010 may well be the year that it breaks out and then draws international attention like AQAP has done in recent months.
  • India: We anticipate that Kashmiri jihadist groups will continue to plan attacks against India in an effort to stir-up communal violence in that country and stoke tensions between India and Pakistan — and provide a breather to the jihadist groups being pressured by the government of Pakistan.
As long as the ideology of jihadism survives, the jihadists will be able to recruit new militants and their war against the world will continue. The battle will oscillate between periods of high and low intensity as regional groups rise in power and are taken down. We don’t believe jihadists pose a strategic geopolitical threat on a global, or even regional, scale, but they will certainly continue to launch attacks and kill people in 2010

The Christmas Day Airliner Attack and the Intelligence Process

As is well known, a Nigerian national named Umar Farouk Abdulmutallab attempted to destroy a passenger aircraft traveling from Amsterdam to Detroit on Dec. 25, 2009. Metal detectors cannot pinpoint the chemical in the device he sought to detonate, PETN. The PETN was strapped to his groin. Since a detonator could have been detected, the attacker chose — or had chosen for him — a syringe filled with acid for use as an improvised alternative means to initiate the detonation. In the event, the device failed to detonate, but it did cause a fire in a highly sensitive area of the attacker’s body. An alert passenger put out the fire. The plane landed safely. It later emerged that the attacker’s father, a prominent banker in Nigeria, had gone to the U.S. Embassy in Nigeria to warn embassy officials of his concerns that his son might be involved with jihadists.

The incident drove home a number of points. First, while al Qaeda prime — the organization that had planned and executed 9/11 — might be in shambles, other groups in other countries using the al Qaeda brand name and following al Qaeda prime’s ideology remain operational and capable of mounting attacks. Second, like other recent attacks, this attack was relatively feeble: It involved a single aircraft, and the explosive device was not well-conceived. Third, it remained and still remains possible for a terrorist to bring explosives on board an aircraft. Fourth, intelligence available in Nigeria, London and elsewhere had not moved through the system with sufficient speed to block the terrorist from boarding the flight.

An Enduring Threat

From this three things emerge. First, although the capabilities of jihadist terrorists have declined, their organizations remain functional, and there is no guarantee that these organizations won’t increase in sophistication and effectiveness. Second, the militants remain focused on the global air transport system. Third, the defensive mechanisms devised since 2001 remain ineffective to some degree.

The purpose of terrorism in its purest form is to create a sense of insecurity among a public. It succeeds when fear moves a system to the point where it can no longer function. This magnifies the strength of the terrorist by causing the public to see the failure of the system as the result of the power of the terrorist. Terror networks are necessarily sparse. The greater the number of persons involved, the more likely a security breach becomes. Thus, there are necessarily few people in a terror network. An ideal terror network is global, able to strike anywhere and in multiple places at once. The extent of the terror network is unknown, partly because of its security systems and partly because it is so sparse that finding a terrorist is like finding a needle in a haystack. It is the fact that the size and intentions of the terror network are unknown that generates the sense of terror and empowers the terrorist.

The global aspect is also important. That attacks can originate in many places and that attackers can belong to many ethnic groups increases the desired sense of insecurity. All Muslims are not members of al Qaeda, but all members of al Qaeda are Muslims, and any Muslim might be a member of al Qaeda. This logic is beneficial to radical Islamists, who want to increase the sense of confrontation between Islam and the rest of the world. This not only increases the sense of insecurity and vulnerability in the rest of the world, it also increases hostility toward Muslims, strengthening al Qaeda’s argument to Muslims that they are in an unavoidable state of war with the rest of the world. Equally important is the transmission of the idea that if al Qaeda is destroyed in one place, it will spring up elsewhere.

This terror attack made another point, intended or not. U.S. President Barack Obama recently decided to increase forces in Afghanistan. A large part of his reasoning was that Afghanistan was the origin of 9/11, and the Taliban hosted al Qaeda. Therefore, he reasoned the United States should focus its military operations in Afghanistan and neighboring Pakistan, since that was the origin of al Qaeda. But the Christmas Day terror attempt originated in Yemen, a place where the United States has been fighting a covert war with limited military resources. It therefore raises the question of why Obama is focusing on Afghanistan when the threat from al Qaeda spinoffs can originate anywhere.

From the terrorist perspective, the Yemen attack was a low-cost, low-risk operation. If it succeeded in bringing down a U.S. airliner over Detroit, the psychological impact would be massive. If it failed to do so, it would certainly increase a sense of anxiety, cause the U.S. and other governments to institute new and expensive security measures, and potentially force the United States into expensive deployments of forces insufficient to dominate a given country but sufficient to generate an insurgency. If just some of these things happened, the attack would have been well worth the effort.

The Strategic Challenge

The West’s problem can be identified this way: There is no strategic solution to low-level terrorism, i.e., terrorism carried out by a sparse, global network at unpredictable times and places. Strategy involves identifying and destroying the center of gravity of an enemy force. By nature, jihadist terrorism fails to present a single center of gravity, or a strong point or enabler that if destroyed would destroy the organization. There is no organization properly understood, and the destruction of one organization does not preclude the generation of another organization.

There are possible solutions. One is to accept that Islamist terrorism cannot be defeated permanently but can be kept below a certain threshold. As it operates now, it can inflict occasional painful blows on the United States and other countries — including Muslim countries — but it cannot threaten the survival of the nation (though it might force regime change in some Muslim countries).

In this strategy, there are two goals. The first is preventing the creation of a jihadist regime in any part of the Muslim world. As we saw when the Taliban provided al Qaeda with sanctuary, access to a state apparatus increases the level of threat to the United States and other countries; displacing the Taliban government reduced the level of threat. The second goal is preventing terrorists from accessing weapons of mass destruction that, while they might not threaten the survival of a country, would certainly raise the pain level to an unacceptable point. In other words, the United States and other countries should focus on reducing the level of terrorist capabilities, not on trying to eliminate the terrorist threat as a whole.

To a great extent, this is the American strategy. The United States has created a system for screening airline passengers. No one expects it to block a serious attempt to commit terrorism on an airliner, nor does this effort have any effect on other forms of terrorism. Instead, it is there to reassure the public that something is being done, to catch some careless attackers and to deter others. But in general, it is a system whose inconvenience is meant to reassure.

The Challenge of Identifying Potential Terrorists

To the extent to which there is a center of gravity to the problem, it is in identifying potential terrorists. In both the Fort Hood attack and the Detroit incident, information was in the system that could have allowed authorities to identify and stop the attackers, but in both cases, this information didn’t flow to the places where action could have been taken. There is thus a chasm between the acquisition of information and the person who has the authority to do something about it. The system “knew” about both attackers, but systems don’t actually think or know anything. The person with authority to stop a Nigerian from boarding the plane or who could relieve the Fort Hood killer from duty lacked one or more of the following: intelligence, real authority and motivation.

The information gathered in Nigeria had to be widely distributed to be useful. It was unknown where Abdulmutallab was going to go or what he was going to do. The number of people who needed to know about him was enormous, from British security to Amsterdam ticket agents checking passports. Without distributing the intelligence widely, it became useless. A net can’t have holes that are too big, and the failure to distribute intelligence to all points creates holes.

Of course, the number of pieces of intelligence that come into U.S. intelligence collection is enormous. How does the person interviewing the father know whether the father has other reasons to put his son on a list? Novels have been written about father-son relations. The collector must decide whether the report is both reliable and significant, and the vast majority of information coming into the system is neither. The intelligence community has been searching for a deus ex machina in the form of computers able not only to distribute intelligence to the necessary places but also to distinguish reliable from unreliable, significant from insignificant.

Forgetting the interagency rivalries and the tendency to give contracts to corporate behemoths with last-generation technology, no matter how widely and efficiently intelligence is distributed, at each step in the process someone must be given real authority to make decisions. When Janet Napolitano or George Tenet say that the system worked after an incident, they mean not that the outcome was satisfactory, but that the process operated as the process was intended to operate. Of course, being faithful to a process is not the same as being successful, but the U.S. intelligence community’s obsession with process frequently elevates process above success. Certainly, process is needed to operate a vast system, but process also is being used to deny people authority to do what is necessary outside the process, or, just as bad, it allows people to evade responsibility by adhering to the process.

Not only does the process relieve individuals in the system from real authority; it also strips them of motivation. In a system driven by process, the individual motivated to abort the process and improvise is weeded out early. There is no room for “cowboys,” the intelligence community term for people who hope to be successful at the mission rather than faithful to the process. Obviously, we are overstating matters somewhat, but not by as much as one might think. Within the U.S. intelligence and security process, one daily sees good people struggling to do their jobs in the face of processes that can’t possibly anticipate all circumstances.

The distribution of intelligence to the people who need to see it is, of course, indispensable, along with whatever other decision supports can be contrived. But, in the end, unless individuals are expected and motivated to make good decisions, the process is merely the preface to failure. No system can operate without process. At the same time, no process can replace authority, motivation and, ultimately, common sense.

The fear of violating procedures cripples Western efforts to shut down low-level terrorism. But the procedures are themselves flawed. A process that says that in a war against radical Islamists, an elderly visitor from Iceland is as big of a potential threat as a twentysomething from Yemen might satisfy some ideological imperative, but it violates the principle of common sense and blocks the authority and the motivation to act decisively.

It is significant that this is one of the things the Obama administration has changed in response to the attempted bombing.

The U.S. Transportation Security Administration (TSA) announced Jan. 4 that anyone traveling from or through nations regarded as state sponsors of terrorism as well as “other countries of interest” will be required to go through enhanced screening. The TSA said those techniques would include full-body pat downs, carry-on luggage searches, full-body scanning and explosive detection technology. The U.S. State Department lists Cuba, Iran, Sudan and Syria as state sponsors of terrorism. The other countries whose passengers will face enhanced screening include Afghanistan, Algeria, Iraq, Lebanon, Libya, Nigeria, Pakistan, Saudi Arabia, Somalia and Yemen. A rational system of profiling thus appears to be developing.

In all likelihood, no system can eliminate events such as what happened on Christmas, and in all likelihood, the republic would survive an intermittent pattern of such events — even successful ones. Focusing on the strategic level makes sense. But given the level of effort and cost involved in terrorist protection throughout the world, successful systems for distributing intelligence and helping identify potentially significant threats are long overdue. The U.S. government has been tackling this since 2001, and it still isn’t working.

But, in the end, creating a process that precludes initiative by penalizing those who do not follow procedures under all circumstances and intimidating those responsible for making quick decisions from risking a mistake is bound to fail.
